Program official: Margus Sarapuu

Project manager: Aiki Kangur

Program cost: 431 490 euros

The purpose of the project is to enhance the criminal proceedings through implementing a new criminal proceedings code. The prosecutor’s office structure, management schemes and statistics accumulation will be analyzed. The twinning contract was signed with the German Foundation for International Legal Cooperation (IRZ) and the long-term expert advising the prosecutor’s office was Uwe Hundertmark. In training, the main emphasis was on implementing the criminal proceedings code: both the prosecutors and the police officers were trained jointly in the principle of expediency found in the code and also in the new types of proceedings. The second part of the training was directed at the leading prosecutors and police officials who underwent a training in change management. The expert also compiled an analysis for determining the criminal proceedings registry development need.

The project ends in December, 2005.
