Phare 2003 „ Reducing corruption in Estonia“

The purpose of the project is to enhance the anti-corruption fight in the Estonian state administration. The project’s twinning partner is the German Ministry of Internal Affairs, the long-term expert advising the project is Klaus-Peter Golz. The framework of the twinning cooperation will include performing a corruption study, analyzing the administrative capability and cooperation of the institutions fighting corruption (the police, prosecutor’s office, customs, border guard etc), establishing a coordination system, designing anti-corruption means and the strategy for early detection. There will also be training programs about the effective cooperation and coordination mechanisms, the fight against economic crimes and crimes by officials and the early corruption detection methods. 

The project ends in November, 2006.
