Proclamation and Publication of Acts

If draft legislation has been adopted as an act, it will be forwarded to the President of the Republic for proclamation (not for approval). An act proclaimed by the President is published in the State Gazette (Riigi Teataja) within seven workdays as from its proclamation. Likewise, within seven days following their proclamation the decisions, statements, declarations and communications of the Riigikogu shall be published in the State Gazette. Other legislation is published in the State Gazette within 10 workdays following the date of their submission to the State Chancellery. With the publication in the State Gazette the process of legislative drafting comes to an end (according to the Constitution only published acts are binding).

An act enters into force on the tenth day after its publication in the State Gazette, unless another date is provided for in the act.
