Expert council of liberal legal professions and insolvency law established

Last week the Expert
Council of Liberal Legal Professions and Insolvency Law held its
first meeting. The purpose of the Council is to involve academic and
practising lawyers in the development of legal practices pertaining
to the work of the Land Registry and Commercial Register as well as
notaries' offices and bankruptcy proceedings.
The Council, chaired
by private law specialist Priidu Pärna, former Secretary General
of the Ministry of Justice, comprises approximately 50 highly
respected experts, lawyers, notaries public, trustees in bankruptcy,
judges, assistant judges and heads of organisations representing
various legal professions who will discuss and solve practical legal
issues, publish their opinions and give guidelines.
The Council will
make assessments and recommendations regarding issues of legal
practice which have arisen in the field of court registers, notaries'
offices, bankruptcy proceedings and civil execution proceedings. The
Council will also contribute to the legislative drafting process and
participate in the preparation of training and examination plans of
notaries public, assistant judges and bailiffs.
"We provide the
opportunity to discuss various legal practice issues in work groups
and thus shape more uniform positions and support the development of
legal practice in Estonia," said Pärna. “The output of
the Council will include training courses, professional publications
and expert opinions which could be of great help to law students as
well as practising lawyers.”
At the first meeting
of the Council three work groups were formed, their chairs appointed
and initial goals set. Andres Vutt, a lawyer in the Concordia Law
Offices and a renowned lecturer of company law, was elected head of
the Company Law Work Group, notary public Tarvo Puri was elected head
of the Property and Land Register Law Work Group and Andres Hermet,
Chairman of the Chamber of Estonian Bankruptcy Trustees, was elected
head of the Insolvency Law Work Group.
