At the end of October the Centre of Registers and Information Systems of the Ministry of Justice and the Vaata Maailma Foundation signed a cooperation agreement the objective of which is to render <?xml:namespace prefix = st1 ns = "urn:schemas-microsoft-com:office:smarttags" />Estonia the state with the most secure information society by 2009.<?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" />

According to Gerli Hämmal, manager of the development service of the Centre of Registers and Information Systems of the Ministry of Justice, the objective established in the agreement will be achieved by means of close cooperation between the parties to the agreement aimed at mass introduction and development of applications based on the ID card infrastructure, other Public Key infrastructure and strong cryptography.

“The primary goal is to achieve mass use of the ID card as one of the major electronic identification tools in electronic channels by 2009,” Hämmal said.

According to Hämmal, the cooperation also aims at increasing the awareness of clients and other partners in the sphere of computer security and at organising training courses concerning the use of the ID card and mobile-ID.

“We will also promote digital proceedings, including the use of digitally signed documents. I believe that the Internet services provided by us will be the most client-friendly and secure,” Hämmal stated.

“It has been concluded by now that the current level and development of risks relating to the use of computers requires the introduction of identification tools with elevated security levels. Therefore, the Centre of Registers and Information Systems intends to improve the computer-related security of its employees and clients and increase the convenience, user-friendliness and range of its e-services,” Gerli Hämmal added.

The Centre of Registers and Information Systems of the Ministry of Justice is an innovative organisation with a decisive role in the development of the Estonian information society, which offers e-services to the entire population and to companies. The objective of the Centre is to create an integrated innovative environment that provides e-services with the aim of more efficient functioning of state administration and implementation of legal and criminal policies.
