With the accession to the European Union there came an end to the form of cooperation, where <?XML:NAMESPACE PREFIX = ST1 />Estonia was in the role of the beneficiary. As an exception, the financing of cooperation was continued on the old basis by Germany and partly by Finland and Sweden. The post-accession cooperation is based on equal partnership. The contribution of Estonia as member-state, among others, is rendering expert help in the cooperation of the strategic partners significant for the EU (Russia, first of all Northwest Russia, Ukraine and CIS countries) with the other member-states.
