      Development of legislation and legal language

      The mission of the Ministry of Justice in the field of legal policy is to create a purposeful, efficient, accessible, and competitive legal system based on the Constitution through the legislative activities of the ministry and the legislative management of other ministries.

      As one of the prerequisites for functioning law, especially in a small country like Estonia, is the existence of vocabulary and terminology in the native language, the matters of legal language also fall under the competence of the Ministry of Justice. The Ministry of Justice organises the maintenance of legal language and harmonises the use of language in draft legislation.

      For this purpose, the Legislative Quality Division edits the draft legislation of the ministry, performs linguistic expert analyses on draft legal acts sent to the Ministry of Justice for approval, and organises the publication of the journal Õiguskeel.

      In the field of private law, the sphere of responsibility of the Ministry of Justice includes civil law, company law, private international law, civil procedural law and enforcement law, and bankruptcy law.

      In the field of public law, our sphere of responsibility is constitutional law and the general part of administrative law, including the legal bases for the administrative organisation of the state, administrative procedure, public service, data protection, law enforcement, and administrative court procedure.

      In the field of intellectual property and competition law, the Ministry of Justice is responsible for competition law and the legal bases for the protection of copyright and related rights, industrial property rights, and trade secrets.

Minister of Justice Lea Danilson-Järg

Lea Danilson-Järg is the Minister of Justice of the Republic of Estonia from 18 July 2022. She is a member of the Isamaa Party.

Lea Danilson-Järg was born in Tallinn on 27 November 1977. She is married and a mother to two daughters and a son. Danilson-Järg joined the Isamaa Party in 2022. In 1998–2004, she was a member of the Moderate People’s Party.

Employment history and career

  • In 2018–2019 and 2021–2022, she was the editor of the population politics focus page at AS Postimees Grupp.
  • In 2019–2021, she was the head of the Department of Population and Family Policy at the Ministry of the Interior.
  • In 2017–2018, she was an analyst for MTÜ Eesti Sündimusuuringud (Estonian Birth Surveys).
  • In 2014–2016, she was an information specialist of the Parliament Information Centre at the National Library of Estonia.
  • In 2001–2004, she was an adviser for the Rector of the Estonian Academy of Security Sciences.

Education

Lea Danilson-Järg graduated from the Tallinn University of Technology in 2002 with a degree in public administration. She speaks Estonian as a native language, plus English, Russian and Finnish as foreign languages.
