      Development of legislation and legal language

      The mission of the Ministry of Justice in the field of legal policy is to create a purposeful, efficient, accessible, and competitive legal system based on the Constitution through the legislative activities of the ministry and the legislative management of other ministries.

      As one of the prerequisites for functioning law, especially in a small country like Estonia, is the existence of vocabulary and terminology in the native language, the matters of legal language also fall under the competence of the Ministry of Justice. The Ministry of Justice organises the maintenance of legal language and harmonises the use of language in draft legislation.

      For this purpose, the Legislative Quality Division edits the draft legislation of the ministry, performs linguistic expert analyses on draft legal acts sent to the Ministry of Justice for approval, and organises the publication of the journal Õiguskeel.

      In the field of private law, the sphere of responsibility of the Ministry of Justice includes civil law, company law, private international law, civil procedural law and enforcement law, and bankruptcy law.

      In the field of public law, our sphere of responsibility is constitutional law and the general part of administrative law, including the legal bases for the administrative organisation of the state, administrative procedure, public service, data protection, law enforcement, and administrative court procedure.

      In the field of intellectual property and competition law, the Ministry of Justice is responsible for competition law and the legal bases for the protection of copyright and related rights, industrial property rights, and trade secrets.
